(tacky-looking older woman walking her poodle)
When we get home, Mommy's gonna fix you a nice piece of toast.  Would you like that?  Yes, you would.
(the poodle dumps between two parked cars)
Oh, good doggy.  I think I'll just leave that right there.  No one's even gonna notice.  Come on.  We're going home now.
(the poodle starts barking and pulls Mrs. Crenshaw into an alley)
Tootsie, come back here.  Where are you — Tootsie.
(the poodle starts sniffing in some garbage bags)
Oh, you bad doggy.  You know you're not supposed to dig in other people's garbage.  Is that a fur coat?  Oh, yes it is.
(picks up a garbage bag, revealing a white fur coat lying under the garbage bags)
Why anybody would throw away...
(Mrs. Crenshaw sees legs and bare feet poking out from under the coat.  She pulls back the coat to reveal the mutilated face of a woman)
Oh, no!  Tootsie!  Get away!  Get away from her right now!
(runs away)

(Cut to police cars parked by the sidewalk near the crime scene — Benson and Stabler pull up in their sedan — Benson's driving BTW)

Uniform Officer
Victim's Livia Tellez, 23, from Queens.  Found her naked, pocketbook in the trash, money and cards still in it.

Stabler
You find her clothes?

Uniform Officer
(points at Mrs. Crenshaw)
Just wearing the fur.  Old bat wants it when you're done.

Benson
What's the story?

M.E. Warner
Hasn't been dead more than 12 hours.  No stab or gunshot wounds.  You can see the trauma to the left side of her face and torso.  Beat her to death.

Benson
Rape kit?

M.E. Warner
Positive for fluids.  She was moved post-mortem, too.  Lividity looks like she died on her back, but she was on her side when they found her.

Stabler
Sounds like a dump job.  Question... Why here?

Benson
She's got a boyfriend in the neighborhood.  He starts smackin' her around, she grabs the coat, tries to leave.

(M.E. Warner is digging in the victim's mouth)

Stabler
Or she's a high-priced call girl.  John's got some fantasy of her wearing nothing but the coat, only this time the john's a psycho.

M.E. Warner
I'm guessing whatever she was, she said something she shouldn't have.

Stabler
How do you figure that?

Guy cut out her tongue.  I don't see it around here.  You might want to check out that dog.

(being questioned by a cop, coddles her dog)

(Scene opens in the victim's apartment building — Munch and Fin are talking with the building super)

Building Super
Dug up the tenant application.  I didn't really know her, but she seemed nice.  Pretty.  Pretty girl.

Fin
How long Ms. Tellez live here?

Building Super
Little more than two years.  No problems.  Paid on time.

Munch
I don't see any references or previous addresses.

Building Super
(unlocks the door to the victim's apartment and leads the detectives inside)
Same with half the people in this building.  I figured she was illegal.  Then I say, hey, this whole country was founded by illegals, so who am I to judge?

Munch
Where's she from?

Building Super
Puerto Rico maybe, or Mexico.  I can't tell.

Fin
You say she lived here two years.  This place doesn't look very homey.

Building Super
Wasn't home much.  Probably had a boyfriend.  But I never saw anybody.  Look, uh, I got a leaky pipe to look at.
(walks out of the apartment)

Munch
We'll let ourselves out.

Okay, you live like a monk.  How come somebody wouldn't have any pictures or knickknacks around?

Munch
(digging through a dresser drawer)
Some of us appreciate simplicity.  Others of us lost the knickknacks in the divorce settlement.  Look at this.  An airplane ticket stub from Miami, dated the day she died.

(looking in the closet)
This is where she spent all her money.
(flipping through the clothes in the closet)
Dolce & Gabbana, Versace.  Got to be $50,000 worth of ho gear here.

Munch
(holding up a social security card)
A hooker who pays taxes.  Social Security card.  She's not illegal.
 


 

(Cut to Munch and Fin walking through  the squad room)

Stabler
TRW and Equifax both show no activity on that Social prior to June, 2001.  No bank accounts, no student loans, no jobs.  All of her credit cards were issued around the same time also.

Benson
DMV says that Livia Tellez was issued a New York State drivers license same month, same year.  No prior driving record in any other state.

Cragen
Nobody knew anything about this girl?

Munch
Neighbors were passing acquaintances.

Fin
Vital statistics doesn't have anything on her or any living relative.

Cragen
We can rule out identity theft.  Can't steal an identity that didn't exist till a couple of years ago.

Benson
Everything that we've found says that Livia Tellez just appeared out of nowhere.

Cragen
What about witness protection?

Stabler
We checked.  She's not one of theirs.

Munch
Feel free to express your derision and ridicule, but I'm gonna say it — Spook.

Fin
I'm not ridiculing.  We've probably got spies from every country all over this city.

Cragen
Ah, before we call in the CIA, let's see if the body can shed some light on who this girl really was.

Tox screen came back positive for cocaine.

Benson
She have any tattoos?  Anything that could help us identify her?

M.E. Warner
No prominent scarring or birthmarks.  But I did find this tangled in her hair.
(hands Benson a necklace)
Chain was broken, I imagine during the attack.  No prints on it, other than her own.

Benson
Madonna and child, but I don't recognize the image.

Stabler
It's a woman with a halo holding a baby.  My mother had 10 of them.

Benson
So she's a Catholic Latina.
(sarcastically)
That'll narrow it down.

Other than the face and torso wound, there's a scrape on her leg.  I found slivers of fiberglass in it.
(hands Benson a plastic bag)

Stabler
That doesn't match anything CSU found at the dump site.  Maybe it happened where she was attacked.

M.E. Warner
Maybe this'll help you with the location.
(walks over to the other side of the room, where the fur coat is hanging)
Lab said they found a powdery substance imbedded in the fur.  I asked them to send it over.  I wanted to test my theory.  Cobalt thiocyanate.
(grabs a spray bottle and sprays the coat, turning it purple)

Stabler
Cocaine.

She was covered in it.
 


 

(Cut to Benson and Stabler walking out of the M.E.'s building)

Benson
That much coke, could be a dealer.  Maybe in a room wearing that fur when they were cutting the base?

Stabler
She wasn't living the life of a dealer.  No drugs, no money, or assets were found in her apartment.

Benson
Call girl still works if she was helping the dealer distribute.
(stops)
It explains the trip down to Miami.

Stabler
Let's keep walking.

Benson
What is it?

Stabler
Gray Chevy Caprice across the street.  Two white males inside.

Benson
Sitting on us?

Stabler
They were here before we went to go see Warner.

Benson
Who?

Stabler
I don't know.  Let's go ask them.

(Stabler and Benson run towards the car and it speeds off)

Benson
What the hell is this?  Internal Affairs?

Stabler
Let the rat squad spin their wheels.  Let me take a look at that necklace again, huh?

(Benson pulls it out of her pocket and hands it to Stabler)

Stabler
So, Livia Tellez is a hooker with a soul, huh?  Sounds like someone Sister Peg would want to save, doesn't it?

(Benson nods)

Sister Peg
Sorry, Detectives, I've never seen her.  But I'll say a prayer.

Benson
She went by Livia Tellez from Queens.  Can you show this to some of the girls and see if they knew her?
(hands Sister Peg a picture)

Sister Peg
(takes the picture and slips it into her pocket)
Of course.

Stabler
Dental dams, 1,000 count.  Business must be booming.  Can't keep them on the shelves.

Benson
Sister Peg, you ever see this image before? (shows her the necklace)

Looks like the Blessed Virgin of the Rosary.  Our Lady of Chiquinquira.

Stabler
I've never heard of her.

Sister Peg
This image is based on a miraculous painting.  See how she's standing on the crescent moon?

Our victim was wearing this.  Does it mean anything significant?

Sister Peg
Our Lady of Chiquinquira is the patroness of Colombia.  I'd guess that's where your victim was from.  Father Castrillon is the pastor of St. Augustine's in Queens.  A lot of his congregation is Colombian.  If she practiced her faith, maybe he knew her.
 


 

(Cut to Munch and Fin talking with Father Castrillon)

Last time I saw Livia, she seemed so troubled, but she wouldn't let me help.

Munch
When was that, Father?

Father Castrillon
Two or three months ago.  She stopped coming to mass around then.

Munch
I'll bet she was a member of the parish for, like, two years?

Father Castrillon
That's right.

Fin
She tell you where she was before that?

Father Castrillon
No.  She was very secretive.  I think she wanted to tell me.  That's why I asked her to come to confession, that God will forgive all.  She promised, as soon as she finished her work.

Fin
She say what kind of work?

Father Castrillon
No, but it must have paid well.  When she first came to this parish, she donated all her furniture for our charity drive and wouldn't take a cent for it.  Just asked us to pick it up from storage.

Munch
Do you happen to remember where that storage facility was?

Father Castrillon
We hired a moving van to go get it.  But I believe we have the invoice from the moving company, so perhaps it has the address.

Okay, here we go.  Livia Tellez's unit.  Paid for in cash, three years in advance. (holds the lock on the door so Stabler can break it)

Stabler
Everything we want to know about her, all in one room.

Benson
Ah, 1999 taxes.
(grabs box and pulls a folder from it, opens it and reads it)
Filed under Livia Sandoval.  It's a different Social altogether.

Stabler
But she didn't change her first name.
(Sees a box in front of him)
There's something here from 2001.  That's the year she changed to her new identity.
(opens a black box he pulled from the box and stops)
Liv.

Benson
What?

(Stabler turns the box, revealing a police badge)

Benson
She was a cop.

DEA Agent Hammond
Detectives.

Stabler
(looks at the DEA agents)
I didn't know there were rats in here.  It's the gray Chevy Caprice boys.

Benson
Why you guys tailing us?

DEA Agent Hammond
(flashes his badge)
Agents Jack Hammond, Tim Donovan.  Drug Enforcement Administration.  I think it's time we all had a sit-down, don't you?
 


 

(Cut to the Cragen, Benson, Stabler, and DEA agents walking into Cragen's office)

Cragen
Why is the DEA following my detectives?

DEA Agent Hammond
Needed to make sure they weren't working for the people that we were investigating.

Stabler
You sure now?

DEA Agent Hammond
If I weren't, you'd already be in federal lockup, Detective Stabler.

DEA Agent Donovan
Officer Sandoval's prints were red-flagged in the system.  When you ran them, it tipped us off.

Benson
And it never occurred to you that we ran them because we were investigating her murder.

DEA Agent Donovan
At the time, I didn't know she was dead.

DEA Agent Hammond
Officer Sandoval checked in every two weeks with Agent Donovan to minimize exposure.  A week ago she was alive and did not indicate any problems.

Stabler
She got burned?

DEA Agent Donovan
We have two other operatives inside.  They say her cover was intact.  We're not sure why she was killed.

Benson
They cut her tongue out.  That seems like a message.

DEA Agent Hammond
We can't comment on that.

Cragen
Well, then, maybe you can comment on what Livia Sandoval was doing for the DEA.

DEA Agent Donovan
She was part of an Intel case that intersected with our own investigation.  NYPD loaned her to us.

Benson
What case?

DEA Agent Hammond
We can't say.

Stabler
Well, let's see.  A Colombian undercover with a key of cocaine on her fur coat working for the DEA.  I wonder who she could possibly have been investigating.

Cragen
Let's cut the crap.  An NYPD officer was raped and murdered on your watch.  If you think we'll let this slide, you're dreaming.

DEA Agent Hammond
Hey, nobody wants this guy to skate.  But this is two years of work, hundreds of thousands of dollars invested.

DEA Agent Donovan
Our operatives were introduced into the organization by Livia.  If word gets out she was a cop, they're dead.

Benson
And if we do nothing on a case that's been all over the papers, it's just as conspicuous.

Cragen
Okay, we can play ball here.  We investigate the murder of Livia Tellez, a hooker who was dating a drug dealer.  Nobody has to hear about the DEA or the undercover job.

DEA Agent Donovan
(Looks at Agent Hammond, Hammond nods)
Nothing written regarding DEA involvement or Livia's true identity.  It'd be subject to subpoena by the defense.  And not a word to your ADA.

Stabler
Fine.  You want to give us a place to start?

DEA Agent Hammond
(Looks at Stabler)
No, we don't.
(Looks at Cragen)
You wanted this case, Captain.  You got it.
(Gets up to leave)

(Cut to Cragen, Benson, Stabler, Fin, and Munch all gathering in a room; Benson is sitting at a table putting some files together)

Cragen
From now on, this room is command central.  Everything pertinent to this case stays in here.  The fewer people who know the particulars, the better.

Fin
We got plenty reasons to be paranoid.  Colombian drug organizations got a lot of people on the payroll.

Cragen
What do we know about the victim's true identity?

Benson
(Hands Cragen a file and then passes around copies of the file to the rest of the detectives as she briefs them)
Livia Sandoval entered this country in 1993 from Medellin, Colombia, at the age of 13.  At 18, she became a citizen.  She attended Hudson University, two years, and then in 2000 she took the police exam, and nailed it.

Munch
We're thinking Intel snapped her up out of the applicant pool to the Police Academy.

Cragen
So, we can assume at some point she made friends with a member of a Colombian organization.

Stabler
We have any idea who she was looking at?

Fin
Could be anyone, anywhere.  In Narcotics, we found Colombian stash houses in Yonkers, Queens, Jersey, Manhattan.

Cragen
You got an old pal in Narcotics you can trust?

Fin
(nods)
I got one guy I came up through the ranks with.  He's as straight as they come.
 


 

(Cut to the Narc walking through the cemetery with a bouquet of flowers in hand.  Meets up with Fin and both walk through the cemetery and talk)

Narc
You got to be kidding me with this Deep Throat crap.

Fin
You got any better ideas?

Narc
Yeah.  Stay the hell away from this case.  These are bad guys.

Fin
It can't be helped.  They dropped a rape victim in my lap.  What'd you find?

Narc
Two-year DEA investigation, dead girl living in Jackson Heights from Medellin.  Sounds like they're looking to extradite.

Fin
Who?

Narc
Cesar Velez.

Fin
I remember that name.  He whacked a judge and a CIA informant in Bogota a couple of years back.

Narc
(nods)
He's a major player.  He supplies 10 percent of the coke coming into the U.S.

Fin
Who handles his business on this side?

Narc
He has some cousins running the wholesale side in Queens, cutting and distributing to the Dominican dealers.  We popped a few on small possession beef, but we can't get a handle on the big stuff.

Fin
Collar anybody that'll cooperate?

Narc
(chuckles)
You looking to steal a snitch from me?

Fin
I just want to talk to him.  Your name never comes up.

Narc
(lays the flowers on a grave)
Dominican dealer, Felix Santos.  He sells up in Washington Heights by the bus terminal.
(takes a file from inside of his coat and hands it to Fin, who puts it in his coat)
He's a punk, but if you bust him for possession, he'll talk.

Fin
You know I owe you.

Narc
You be careful, man.  These guys blow up commercial airliners just to kill one person.  There's no rules.
 


 

(Cut to Munch dropping a can of cola in front of Felix Santos, waking him)

Munch
Here you go, Felix.

Felix Santos
Papa, that's regular.  I said diet.

Fin
You're gonna want the sugar, so drink it.

Felix Santos
Okay.  You people want to treat me like that, that's fine.  I just make my phone call to some very influential peoples, they tell you what my rate is.

Munch
Rate for what?

Felix Santos
My assistance.  And let me tell you, the price is going up by the second.

Fin
Say we don't pop you for possession with intent to distribute.

Felix Santos
Whatever.

Munch
(puts a picture of Livia Sandoval on the table in front of Santos)
You know her?

Felix Santos
Yeah.  That's Livia.  (says something in Spanish)

Why you call her a cream puff?

Felix Santos
Rafael made it up.

Munch
Yeah, well she's dead.  Who's Rafael?

Felix Santos
Rafael Zapata.  Lieutenant for Cesar Velez.

Fin
How did Rafael and Livia know each other?

Felix Santos
She was banging him.  I mean, one of the girls banging him.  Look, I only met her a couple of times.  She was high on everything.  And when she got high, she got mouthy.  Rafael doesn't like that.

Munch
Define “mouthy.”

Felix Santos
I saw them a couple of weeks ago.  She's going on about how Rafael couldn't get it up in the bedroom.  I mean, come on, what kind of stupid girl gonna say that about a man, in front of his friends?

Fin
And what would a man like Rafael do in this situation?

Felix Santos
That time?  Smacked her up good.
 


 

(Cut to Stabler laying pictures of Livia, Rafael, and a mug shot of Rafael on a table)

Stabler
Rafael Zapata Gaviria.  34.  Number one guy in Cesar Velez's organization.
(Lays a picture of Cesar Velez on the table between Rafael's and Felix's mug shots)
Zapata's a Colombian national in this country on a legitimate work visa.

Purchased for $10,000 in Bogota, most likely.

Stabler
Zapata was arrested twice in Queens for murder and conspiracy to commit murder.  Never indicted.  Seems somebody always conveniently came forward and confessed to the crimes.

Munch
Yeah, somebody with family back in Colombia.  Vellez holds them as collateral.  He could slaughter them at will.  It's a big incentive to do what you're told.

Benson
I ran Zapata's financials.  He's quite the businessman.
(close-up of the file she is holding in her hand)
He owns several cellular phone and pager stores, real estate both here and in Miami, and recently spent $1.5 million on oil drilling equipment.

Fin
Money laundering.  You pay 30 times more than its worth, it looks like a legitimate transaction.

Stabler
The feds have got to have all of this stuff already, so what we need to do is corroborate Santos' statement and tie Zapata to Livia.

Benson
Well, we've got his credit card charges on the day of Livia's murder.  He flew back from Miami on the same flight that she did.  Spent $4000 shopping, going to dinner, and seeing a show.

Fin
That's a lot of cash to spend in one day.  If she was with him, somebody's got to remember.

Manager
(walks up to Benson and Stabler with a big smile on his face)
Two for lunch?

(Stabler flashes his badge at him)

Benson
Like to speak with the manager, please.

Manager
That's me.  What about?

Stabler
A customer of yours.  He was here the other night.  Rafael Zapata?

Manager
(smile fades)
I'm sorry, I don't know that person.

Stabler
(pulls a picture of Livia Sandoval out of his coat pocket and shows it to the manager)
We'll keep your name out of this.  Now, was he here with this woman?

Manager
No, he wasn't.

Benson
Look, we can charge you with obstruction, but we don't want to do that.

Manager
Then charge me.  I have a wife and three children.  And I can't help you.
(walks away)

Stabler
Either Zapata paid him real well or scared the piss out of him.

Benson
Or both.
(answers her cell phone)
Benson... &npbs;Agent Donovan, I didn't expect to hear from you.
(hangs up the phone with a surprised and confused look on her face)

Stabler
What's he want?

Benson
(looking up at a building, still with the same look on her face)
A meeting, now.

Stabler
Where?

Benson
(points to the building)
Apparently on the roof across the street.
 


 

(Cut to Benson and Stabler meeting DEA Agent Donovan on the roof)

DEA Agent Donovan
You talked to my informant.

Stabler
Yeah.  We're investigating our rape case, as instructed.

DEA Agent Donovan
Who gave him to you?

Stabler
Oh, so now we're supposed to share information with you because you've been so forthcoming with us?  Screw you.

DEA Agent Donovan
He's working with DEA.  You guys are putting everything in jeopardy.

Benson
Well, then he must be moonlighting with NYPD Narcotics, 'cause that's how we found him.

DEA Agent Donovan
(grows quiet)
You're off him.

Stabler
Oh, yeah?

DEA Agent Donovan
Yeah.  Yeah — nobody from your squad contacts Santos again.  Felix has been apprised of the situation.  We warned you to use caution.

Benson
And we have.  Santos doesn't know that Livia was a cop.  Nobody said a word about DEA.

DEA Agent Donovan
(starts to walk away)
Keep it that way.  We're done.

Stabler
Hey, did you tell Livia to do coke and screw Zapata to make your case or was that her idea?

DEA Agent Donovan
(angrily walks back towards the detectives)
You don't know anything about her.

Stabler
I know you were supposed to protect her, and you let her die!  And I know you feel so guilty that you'd rather let her killer get away with it than think about what you didn't do to help her.

DEA Agent Donovan
I didn't tell her to do drugs.  I didn't tell her to do any of that.  She wanted to nail those guys, she did what she thought she had to do.

Benson
You didn't see how bad it was getting?

DEA Agent Donovan
(obviously feels very guilty over what happened)
She was getting the job done.  I didn't think she was in over her head.  I should have pulled her.  I didn't.  That's my responsibility.  My — my mistake.
(turns and walks away)

Benson
Hey!
(Donovan stops and Benson walks towards him)
We have no intention of taking your case and we realize that other lives are at stake, but we're flying blind here.  If you don't tell us something to implicate Zapata, then we are never gonna make this right.

DEA Agent Donovan
Your M.E. found bits of fiberglass on her body.  Then I know where he killed her.
 


 

(Cut to Benson laying a picture of Zapata's yacht on ADA Cabot's desk)

Benson
Zapata's love boat.  He keeps it in Battery Park.

ADA Alexandra Cabot
(picks up the picture and looks at it)
He must be compensating for something to need a yacht that big.  What's the connection?

Stabler
The M.E. found slivers of fiberglass in the victim's leg.  The hull of that yacht is made of the same material.  We just found out that Zapata owned it.  We didn't know, because all of his assets are held under shell companies.

ADA Alexandra Cabot
How'd you find out?

Benson
Confidential informant.  Now, is that enough for a warrant?

ADA Alexandra Cabot
As long as the informant's reliable.

Stabler
Beyond reproach.

ADA Alexandra Cabot
Has he provided accurate information for you in the past?

Benson
No, but the nature of his job puts him in a position to receive sensitive information.  And Alex, we believe him.

ADA Alexandra Cabot
Well, that's very comforting.  Now, tell me something that will actually help me get the warrant.

Stabler
Alex, you've got to trust us.
 


 

(Cut to Benson, Stabler, and other cops raiding Zapata's yacht, which is full of people)

Policeman #1
(yelling)
Police!  Put your hands up where I can see them!  Hands, now!

Stabler
(yelling over the music playing in the background)
Rafael Zapata Gaviria!

(Benson walks over and shuts off the music)

Stabler
(yelling)Zapata!

Rafael Zapata
(walks slowly down the stairs with his hands in the air)
I'm Rafael Zapata.  You may put your weapons away.  We are all peaceful here.

Benson
(hands Zapata the warrant)
Zapata, we have a warrant to search this vessel.  
(turns around and starts yelling out orders)
Everybody out now.  Line them up on the docks.
(points to a guy standing behind Zapata and grabs him and hands him over to a policeman standing nearby)
That means you.  Let's go.  Out.

Rafael Zapata
May I ask what this is regarding?  I have nothing to hide.

Stabler
You sure about that?

Rafael Zapata
Law enforcement is always searching my private property.
(hands the warrant back to Stabler)
They never find anything.

Stabler
(takes the warrant and holds it in front of Zapata's face)
This time, you don't know what we're looking for.
(hands it back to Zapata)

(Stabler walks off and Zapata stands there smiling calmly)

(Stabler meets Benson in the bedroom — Benson is pulling the sheets off the bed)

Benson
Smell that?

Stabler
Bleach?

Benson
Yup.

(Benson feels for a wet spot on the mattress and smells bleach)

Stabler
Flip it.

Benson
Okay.

(Benson and Stabler flip the mattress and prop it up against a wall.  Benson and Stabler feel around for a wet spot on the mattress — Benson finds one)

Benson
It's damp here.
(takes a pocket knife and slices open the mattress, which reveals a large blood stain on the inside)

Stabler
The bleach worked on the surface.  It just didn't go deep enough.
(walks out into the main room in the yacht, where Zapata is being guarded by a policeman)

This is the best option of only bad options.  We either prosecute Zapata ourselves or we drop it, give him back his passport, he leaves the country, and the DEA's case is blown anyway.

(Cut to Cabot knocking on the door to Judge Petrovsky's chambers.  She walks in to see the judge sitting at her desk and three lawyers sitting in front of her)

(sees Cabot and stands to greet her)
ADA Cabot, I'm George Reilly with the DOJ, and this is Daniel Clark and Brian Sullivan with the United States Attorney's Office.  You might be wondering what this is about.

Can I guess?  The federal government is about to steamroll New York.

George Reilly
(reaches into his coat pocket and pulls out a folded piece of paper)
This is a protective order issued by a federal judge in the Southern District of New York State barring Judge Petrovsky from subpoenaing a federal law enforcement agent on the grounds it would jeopardize an ongoing investigation.

ADA Alexandra Cabot
(flips through the order and looks at Judge Petrovsky)
There's nothing we can do about this?

Not unless you have other evidence to support probable cause, your search is out.

ADA Alexandra Cabot

Ms. Cabot!  We're gonna find the guy.  And we'll tie him to Zapata.  He'll go away for life.

DEA Agent Donovan
And if we can't, I'll go to your judge.  I'll testify in open court.  So I don't want you to worry.  This is handled.  Got it?

Initial report from the bomb squad.  Turned up evidence of C4 and part of the detonator in the debris field.  They believe that the trigger was rigged to the ignition.  The explosive was placed under the driver's seat.

Every bomb-maker has a signature.  FBI lab is running the individual components through their database looking for a match.

ADA Alexandra Cabot
It doesn't matter.  We know who did it.  It's Cesar Velez fixing things for Zapata.  The more important question is, how did Velez know Donovan was the CI?

(Zapata smiles and shakes Lionel Granger's hand.  He turns to shake hands and hug the people behind him.  As he goes to leave, two US Marshals stop him)

(flashes his badge and begins to cuff a stunned Zapata, and leads him from the courtroom)
US Marshals, Mr. Zapata.  You are under arrest for the murder of a federal agent.  You have the right to remain silent.  Anything you say can and will be used against you in a court of law.  You have the right to speak to an attorney and to have an attorney present during any questioning.  If you cannot afford an attorney, one will be provided for you.

The FBI connected the car bomb to Zapata.  He's gonna flip on Cesar Velez.  If the DEA can get an indictment, the Colombians will arrest Velez and start the extradition process.

We're gonna lose that witness.  She was already shaky to begin with.

(Cabot gets into the car and takes one last look at Benson and Stabler before the car door is shut.  Benson and Stabler watch in disbelief as the SUV drives away.  They look at each other and then look back at the SUV; scene fades)
